    This is a full-time position requiring the ability to work independently for approximately 40 hours per week. A professional, distraction-free home office during the workday is required. Core hours are between 8:00 AM and 4:00 PM, while allowing for some flexibility as determined by school needs. 

    Residency Requirement: Resident of Pennsylvania; residents of other states will be considered on a case by case basis.

    Salary Range: $95,000 - $100,000/year

     

    Summary
    The Public Affairs & Policy Senior Manager is responsible for advancing the school's mission through legislative advocacy, strategic communications, and statutory monitoring and compliance. This role serves as the school's expert on Pennsylvania school policy and legislative landscape ensuring the operational and academic teams stay apprised on PDE changes and impacts.

    Essential Functions 

    • Statutory Compliance & Risk Mitigation: Systematically monitor, analyze, and map all Pennsylvania school statutes, and pending legislation. Maintain the master regulatory database for online/charter schools to preemptively bring awareness to the school regarding policy changes, audits, and funding reductions.
    • Regulatory Compliance: Track the state legislative calendar and PDE directives to issue data-driven "Impact Forecasts" for executive leadership. Provide direct analytical support to the operational teams to align staffing and Average Daily Membership (ADM) budgeting with real-time statutory realities.
    • Mandated Reporting & Information Governance: Review and audit all public-facing institutional data, website compliance disclosures, and annual reports to guarantee 100% alignment with state regulatory frameworks and legal requirements.
    • Constituent Support and Advocacy: Organize and maintain an active network of stakeholders to testify, submit public commentary, and engage in mandated state hearings regarding funding equity and virtual education compliance.
    • Operational Continuity Support: Subscribed to all state agency listservs and legal updates to ensure zero lag-time between a state policy adjustment and internal operational pivot. Partner with the academic leadership team to ensure mandated state and statutory standards are accurately met.
    • Information Governance & Board Reporting: Establish and maintain rigorous, scheduled reporting protocols to deliver legal, regulatory, and risk-management updates to the Board of Trustees, internal staff, and current families; ensure all communications across internal and external platforms mitigate organizational liability and maintain alignment with state compliance standards.
    • Accreditation & Renewal Readiness: Serve as the primary operational liaison for all institutional accreditation processes, state agency audits, and regulatory reviews. Author and manage the compilation of data to ensure continuous compliance with accrediting body standards, and proactively partner with internal departments to orchestrate seamless, zero-deficiency external audits that protect the school's legal credentials and charter status. 


    Supervisory Responsibilities
    This position has no formal supervisory responsibilities.

    Minimum Required Qualifications 

    • Bachelor's Degree in Public Policy, Public Administration, Political Science, Education Administration, Communications, or a closely related field AND
    • 5+ years of experience directly working with Pennsylvania cyber charter schools, charter school frameworks, or traditional K-12 public education compliance OR
    • Equivalent combination of education and experience.
    • All PDE required clearances for school-based personnel 


    Minimum Required Skill Set

    • Great organizational and time management skills
    • Strong analytical skills with the ability to review public-facing institutional data, website compliance disclosures, and financial/operational metrics (such as student enrollment data).
    • Adaptable technology skills
    • Experience using search engines (internet) for research projects
    • Experience using a student information system and/or other type of database
    • Demonstrated competencies with general technology, Microsoft Office Platforms (Outlook, Word, Excel, Powerpoint, Teams, etc.), Google Platforms, Zoom, etc.

       

    Preferred Qualifications 

    • Solid understanding of the Pennsylvania legislative process and the Pennsylvania Department of Education (PDE) regulatory landscape.
    • Exceptional written and verbal communication skills, with a proven ability to translate complex statutory language into clear, actionable operational guidance ("Impact Forecasts").
    • Ability to organize networks of constituents, coordinate advocacy efforts, and prepare stakeholders for public commentary or hearings.
    • Direct, proven experience leading institutional accreditation processes, state agency audits, and regulatory charter renewals with zero-deficiency outcomes.


    Certificates and Licenses

    • All clearances and background checks as required to work in a Pennsylvania public school

    • This is a home-based position. When office days are required, the noise level in the office is usually moderate (computers, printers, light foot traffic).
    • This position will include limited travel and will include limited overnight travel. This is estimated to be less than 30% of the time. Travel will be required for meetings, community events, professional development and/or state testing.
