The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity committed to research and development, test and evaluation, engineering, and fleet support for the Navy's ships, submarines, military watercraft, and unmanned vehicles. We are seeking a highly qualified Policy Executive/Strategic Planner (Technical Writer, Supervisory) to lead the development, monitoring, and execution of the Cybersecurity Program for NSWCPD Code 104. This code is responsible for Information Technology Operations and provides cybersecurity and information assurance support for the Research, Development, Test & Evaluation (RDT&E) and Navy Marine Corps Intranet (NMCI) Network.

**Key Responsibilities:**
- Develop and implement the Cybersecurity Program in alignment with DoD Information Assessment and Authorization (A&A) process and Risk Management Framework (RMF) services.
- Draft, review, and revise cybersecurity policies and standard operating procedures.
- Review A&A artifacts and perform A&A validation to ensure compliance.
- Implement security postures and sustain cybersecurity lifecycle management activities.
- Coordinate and oversee the implementation and sustainment of laboratories under RMF requirements.
- Provide expert guidance and support on cybersecurity policies and technical documentation.
- Present strategic plans and technical documents to executives and stakeholders for approval.
- Mentor and supervise junior staff in technical writing and policy development best practices.

Requirements

**Target Education:**
- Bachelor’s degree in computer science, information technology, or an equivalent science, technology, engineering, and mathematics (STEM) degree from an accredited college or university.

**Target Experience:**
- A minimum of eight (8) years of experience in writing policies, technical documents, strategic plans, and cybersecurity operations.
- Proven experience in developing and presenting technical documentation to executive-level audiences.

**Skills and Qualifications:**
- Strong knowledge of cybersecurity concepts, practices, and regulations.
- Excellent written and verbal communication skills.
- Ability to manage multiple projects and meet deadlines.
- Familiarity with federal cybersecurity compliance requirements is a plus.
