Dauphin County Parks & Recreating is currently accepting applications for the Full-Time position of Marketing & Community Engagement Specialist.

OVERALL OBJECTIVE OF JOB:

The overall objective of the employee in this position is to support the Program & Community Engagement Manager by collaborating with staff, volunteers, sponsors, and the community to market, plan, develop, and implement diverse, engaging, and financially sustainable county-wide park and recreation programs year-round.

ESSENTIAL FUNCTIONS OF JOB:

  1. Plan, coordinate, and implement diversified, year-round, county-wide parks and recreation programs, with special attention to Park Rx programming.

  2. Collaborate with program staff to develop and execute marketing and promotional strategies for programs, events, facilities, and services.

  3. Create, manage, and maintain content across digital platforms, including social media, websites, email campaigns, online calendars, and digital newsletters.

  4. Design and produce marketing and promotional materials such as flyers, brochures, press releases, advertisements, and signage.

  5. Ensure consistent branding, messaging, and visual identity across all marketing and communication channels.

  6. Track, analyze, and report on marketing performance metrics; recommend strategies for increased engagement, participation, and reach.

  7. Build and maintain positive relationships with community members, partners, sponsors, volunteers, and stakeholders.

  8. Coordinate and represent the department at community outreach efforts, including special events, public meetings, and promotional activities.

  9. Support volunteer recruitment, training, coordination, and recognition efforts.

  10. Develop, coordinate, and manage sponsorships and partnerships to enhance programs, events, and revenue opportunities.

  11. Promote interest in parks and recreation programs through publicity, program guides, media outreach, photography, and public partnerships.

  12. Take photographs of programs and events; organize and maintain photo and digital media archives.

  13. Review assigned program areas and implement changes or new initiatives to meet county recreational needs and increase participation, visitation, and revenue.

  14. Manage assigned operations within approved budgets; monitor revenues and expenditures; perform cost-control activities; prepare check requests; and ensure effective use of funds, materials, facilities, and time.

  15. Ensure compliance with county policies, procedures, accessibility standards, safety requirements, and applicable regulations.

  16. Prepare reports, presentations, promotional summaries, and related documentation as required.

  17. Serve as a liaison with other departments and with municipal, state, local, and other public officials and organizations including the Parks & Recreation department’s supporting 501c3 organizations.

  18. Respond to public inquiries via phone, email, mail, and in person; provide information regarding programs, facilities, rentals, and events.

  19. Coordinate logistics for programs and special events in collaboration with the Program & Community Engagement Manager, ensuring all operational details are addressed and events run smoothly.

  20. Perform related duties as assigned, including event setup and breakdown, equipment coordination, supply procurement, and general administrative support.

  21. Operate computers, county vehicles, and various types of recreational and outdoor equipment.

  22. Work a flexible schedule, including evenings and weekends, as required.

OTHER DUTIES OF JOB:

  1. Attends meetings, training or in-services as required for professional growth and development.

  2. Maintains professional certifications pertinent to essential functions, duties and responsibilities of the Marketing & Community Engagement Specialist.

  3. Assists with staff and staff training.

  4. Performs other job-related duties as required.

SUPERVISION RECEIVED:

  1. Receives instruction and supervision from the Program & Community Engagement Manager and Department Director regarding daily work duties and special work projects.

SUPERVISION GIVEN:

  1. Provides supervision to volunteers and contracted vendors, coordinates with other departmental staff.

WORKING CONDITIONS:

  1. Works indoors in adequate workspace, lighting and temperatures, but with fluctuations in ventilation.

  2. Works outdoors in seasonal weather conditions and exposed to outdoor dust/dirt, odors, gases and chemicals.

  3. Normal exposure to indoor dust/dirt.

  4. Works in conditions of potential outbursts or disruptive behavior of general public with potential for personal physical harm.

PHYSICAL/MENTAL CONDITIONS:

  1. Must possess ability to record, convey and present information, explain procedures and follow instructions.

  2. Must be able to sit/stand/walk intermittently for long periods throughout the workday, with occasional periods of bending, stooping, twisting, reaching, and driving as needed to perform essential job duties.

  3. Medium work with occasional lifting/carrying of objects with maximum weight of fifty pounds.

  4. Must be able to physically and mentally react in the event of disturbance or physical outbreak.

  5. Must be able to pay close attention to details and concentrate on work.

  6. Must be physically fit and be able to participate in various types of outdoor activities including canoeing, biking, hiking, etc.

QUALIFICATIONS

A. EDUCATION/TRAINING:

  1. Bachelor's Degree in Marketing, Recreation, or another related field.

    B. WORK EXPERIENCE:

  2. 2-4 years’ experience in recreation OR any equivalent combination of acceptable training/experience.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

  1. Must be able to speak and understand the English language in an understandable manner in order to carry out essential job duties.

  2. Must possess good communication and interpersonal skills.

  3. Must possess initiative and problem-solving skills.

  4. Must possess the ability to function independently, have flexibility and work effectively with co-workers and staff.

  5. Must possess a valid Pennsylvania driver's license and a willingness to travel as needed to carry out essential job duties.

  6. Must possess the ability to make independent decisions when circumstances warrant such action.

  7. Must possess thorough knowledge of principles/practices of recreational planning and management.

  8. Must possess ability to prepare budgets, oversee expenditures and seek program sponsorships.

  9. Must possess ability to plan, direct and coordinate recreation activities.

  10. Must possess ability to maintain required records and prepare reports as needed.

  11. Must possess ability to establish and maintain effective working relationships with general public, government officials, staff and others and to promote public relations.
