The Manager, Medicare Marketing Systems, Reporting & Insights leads the strategy, delivery, and performance of the platforms, automation, and analytics that power Medicare marketing and sales teams. This manager-level role owns the marketing and enrollment technology stack, drives AI and automation that improve speed and accuracy across the lead-to-enrollment/retention funnel, and turns data into insights that guide leadership decisions — all while advancing data governance, CRM integrity, and compliance.
The role partners across Marketing, Medicare Group and Individual Sales/Telesales BPO partner(s), Operations, Compliance, and BTS, and manage key external vendor relationships while also being responsible for the development of a team of analysts/specialists who deliver scalable, measurable business impacts daily to support growth across products and regions.
Systems & Platforms
• Own the roadmap, configuration, and performance of Medicare specific Microsoft Power Platform solutions (Dynamics 365, Power Pages, Power BI) that support marketing and sales workflows
• Manage Medicare shopping and enrollment platforms (e.g., Connecture, SunFire), including vendor coordination, release management, and issue resolution
• Lead integration across marketing, sales, and enrollment systems to maintain reliable, connected data flow
• Establish and enforce data governance, data quality, and CRM integrity standards that enable accurate reporting and compliant operations
AI & Automation
• Identify, prioritize, and implement AI and automation solutions that improve efficiency, accuracy, and the member and agent experience across the funnel
• Develop a practical AI roadmap (e.g., agent assist, lead scoring, content and workflow automation) supported by clear business cases and measurable ROI
• Partner with IT, BTS, Compliance, and vendors to deploy AI responsibly, with appropriate guardrails, monitoring, and oversight
Insights & Reporting
• Partner with reporting teams to deliver end-to-end reporting and insights across the lead-to-enrollment funnel to optimize performance
• Partner to build and maintain dashboards and KPIs (e.g., conversion, cost per acquisition/enrollment, retention, and Stars-relevant quality metrics) for leadership and operating reviews
• Serve as a primary conveyor of emerging incidents and trends- continuously monitoring funnel and platform data to detect signals early, translating complex data into clear, actionable recommendations that inform marketing, sales, and growth strategy
• Support attribution, lead scoring, and funnel analysis to direct investment toward the highest-performing channels
• Partner cross-functionally across Marketing, Sales/Telesales, Operations, Compliance, BTS, and IT to deliver scalable solutions
People Leadership
• Lead, mentor, and develop direct reports, setting priorities, goals and performance standards aligned to each job function
• Coach team members on technical and analytical skills thus building overall bench strength and reducing single-points-of-failure
• Conduct regular reviews, 1:1 sessions, and development opportunities that retain and advance talent
• Foster a culture of accountability, continuous improvement, data-decision-making, empowerment, and overall positivity
• Translate leadership strategies into clear objectives that represent activities and intent and then celebrate successes, highlight risks, and acknowledge opportunities to improve together
QUALIFICATIONS:
• Bachelor’s Degree in Business, related field or equivalent experience.
• 8+ years related experience in Medicare, healthcare, or a regulated operations environment
• Strong expertise in Microsoft Power Platform (Dynamics, Power Pages, Power BI) preferred but not required
• Experience with Medicare enrollment/shopping tools (Connecture, SunFire, or similar) desired
• Strong analytics, critical thinking, and reporting background, including dashboarding, ticketing system, funnel/attribution analysis, and translating data into business decisions
• Background in data governance, reporting, and system integration
• Proven ability to lead cross-functional initiatives inclusive of supporting the collaboration with vendor partners
• Proven people leadership experience (direct supervisor or through team lead equivalent) – mentoring, leading, and managing towards measurable outcomes
• Excellent communication skills and executive presence – ability to brief leadership clearly and influence across a matrixed organization
