Description

The PA House Democratic Caucus is seeking a Digital Media Specialist to join the team responsible for external and internal communications. The role involves sharing and promoting information across multiple platforms to bolster awareness and visibility of policy, legislation, and local issues on behalf of the Speaker of the House. This work includes the design, development, implementation, and maintenance of a comprehensive digital communications plan.
The ideal candidate is an enthusiastic self-starter capable of writing in the Speaker’s voice, managing multiple projects simultaneously under varying deadlines, and performing both independent and collaborative work. Duties may include website content management and analytics, developing and utilizing social media tools, and managing digital projects to enhance messaging strategies.

Essential Duties & Responsibilities

Strategic Planning and Coordination

  • Work strategically across platforms to ensure effective messaging.
  • Recommend social media and digital marketing campaigns, website applications, and content updates.
  • Follow House chamber activity on session days and monitor the legislative calendar to proactively promote the Speaker’s positions on legislation and policy issues.
  • Coordinate with the Press Secretary, who leads the Speaker’s news conferences and media events, to publish related content across social platforms.
  • Coordinate with district offices on messaging for in-district events.
Content Creation and Messaging
  • Draft direct mail, publications, mass emails, social media content, scripts, electronic outreach materials, and website content.
  • Design and produce digital materials, including graphics and videos, for web and social media.
  • Compose and distribute weekly email blasts featuring content from both the District and Harrisburg.
  • Adapt voice and tone for different audiences.
Digital and Social Media Management
  • Manage the Speaker’s social media presence and voice across channels (Instagram, Facebook, X/Twitter, and TikTok) and contribute daily content to the Speaker’s website.
  • Edit and post videos on the Speaker’s social platforms and website.
  • Assist in managing website content and implementing search engine optimization (SEO) strategies.
  • Monitor, review, and interpret web and social media analytics to inform future content and campaigns.
Collaboration and Logistical Support
  • Provide onsite support to team members, staff, and Members, especially during Session. Session-essential employees must be physically present at the worksite on Session Days, which may include evenings and weekends.
  • Travel regularly to the Speaker’s legislative district.
  • Be available for social media work during evenings and/or weekends; work performed outside of normal business hours may be eligible for compensatory leave.
  • Perform other work-related duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in journalism, communications, or a related field, or four years of equivalent work experience.
  • Two (2) years of communications, public relations, or marketing experience in addition to a bachelor’s degree, or four years of equivalent work experience.
  • Experience producing, editing, and curating video and written content for social and digital media.
  • Ability to work effectively as a team player, maintain positive relationships, concentrate for extended periods, and perform under strict deadlines.
  • Working knowledge of state and local government, particularly the legislative process and Pennsylvania-specific issues.
  • Proficiency with social media platforms and the Microsoft Office Suite (Word, Excel, Access, Outlook, PowerPoint), and the ability to research, analyze, and interpret materials using online sources to support communications.
  • Experience with ADA-compliant communications is a plus.
  • Demonstrated integrity, good judgment, and strong ethics in all actions; the ability to remain objective and thoughtful; and a commitment to contributing to a positive work environment.
